CvSU develops e-governance system for barangays

SILANG, Cavite — Students at the Cavite State University (CvSU) in Silang have developed a digital platform to modernize barangay services and enhance the efficiency of grassroots governance.


Developed as a thesis by Dave Espiritu, Neejay Lazaro, Arianne Jose, Kenneth Naquila, Luvrickx Kelley Lanzona, Ruel Panti, and Ruel Vincent dela Peña of the CvSU Silang’s College of Information Technology, the One Bayani, One System was designed to digitize barangay records management systems, improving services and governance.


Cereneo Santiago, thesis adviser and Project Leader of the OneSys Extension Project, emphasized that OneSys was built to modernize barangay recordkeeping to ensure that local services are more responsive to community needs.


“‘Yung real-time access sa mga data, mas mabilis ‘yung pag-issue ng certificates, at mas organized ‘yung blotter and permit tracking. Mayroon rin itong built-it analytics para sa planning, and reporting.”


By integrating resident profiling, certificate issuance, and blotter management into a real-time database, the One Bayani, One System can help barangays transition to digitized and data-driven governance.
“‘Yung records ay standardized at nao-audit, at nakakapag-generate agad ang mga barangay ng reports na nasesent nila sa DILG [Department of the Interior and Local Government].”


Slated for adoption across all barangays in Silang, the three-year project began in 2025 with a goal of streamlining government services.


According to Santiago, the local government and barangay leaders have shown strong support for the project.


“[By] 2028 ay dapat ginagamit na ng lahat ng barangay. Actually ngayong 2026 ay maa-achieve na namin yun. Yung ibang barangay kasi ay nagrerequest na. In 2026, start na namin yung cluster 2 with 16 barangays.”


Once fully implemented in Silang, the One Bayani, One System for possible adoption in the entire Cavite Province. (PB-PIA CALABARZON)
